ORDINANCE ADDING UPLAND MUNICIPAL CODE CHAPTER 1.20 REGARDING COST RECOVERY, AND AMENDING CHAPTERS 1.10, 1.16, 8.12, 8.16, 8.20, 9.36, 10.60, 12.32, 15.52, AND 17.15, TO CREATE AND IMPLEMENT A COMPREHENSIVE FINE AND COST RECOVERY PROGRAM FOR ALL NUISANCE ABATEMENT ACTIONS The City Council will consider a request for approval of an Ordinance amending the Upland Municipal Code to create and implement a comprehensive fine and cost recovery program for all nuisance abatement actions. Approve budget adjustments for cleanup/correction purposes with no affect to fund balance; 3. Increase budgeted revenue and expenditures by $60,000; 4.
