The City Council will consider a Zoning Code amendment to revise Chapter 17.37 of the Upland Municipal Code regulating Accessory Dwelling Units for compliance with recent changes to State Government Code sections 65852.2 and 65852.22. AWARD OF BI D FOR ALLEY RECONSTRUCTI ON AND WATER I MPROVEMENTS (BI D NO. 2020-05) Approve the plans and specifications for the Alley Reconstruction and Water Improvement Project; award the construction contract to Gentry Brothers, Inc., in the amount of $803,780.60; and, authorize a construction contingency in the amount of $120,219.40, for a total amount of $924,000.00. APPROVE THE PROCUREMENT OF A PREFABRI CATED PUBLI C RESTROOM FACI LI TY EAST OF SECOND AVENUE ADJACENT TO THE PACI FI C ELECTRI C TRAI L Adopt a Resolution authorizing procurement of a prefabricated modular restroom facility from the “Public Restroom Company” to be installed east of Second Avenue and adjacent to the Pacific Electric Trail in the amount of $160,000 (cost plus 10% contingency) and an amount of $27,000 for utility and electrical extensions and foundation preparation for a total cost of $187,000. It is further recommended the City Council accept the CARES ACT Project grant award and authorize the Mayor to execute the San Bernardino County CARES Act Project Agreement for this improvement. SAN BERNARDI NO CI VI L GRAND JURY REPORT Direct the City Attorney and City Manager to prepare a written response to the findings and recommendations in the San Bernardino County Civil Grand Jury Report dated November 2, 2020.
